ข้อปฏิบัติและแนวทางในการรื้อถอนอาคารใหญ่

เร่งผลักดันกฎหมายแม่บท ยกระดับมาตรฐานวิชาชีพงานก่อสร้าง
พร้อมกันนี้ สภาวิศวกรได้จัดให้ความรู้แก่ประชาชนในเรื่องพื้นฐานทั่วไปเกี่ยวกับการก่อสร้างอาคารสูง เช่น การรับน้ำหนักของอาคารที่พักอาศัย อาคารสำนักงาน และการรื้อถอนอาคารเบื้องต้น เพื่อให้ประชาชนรักษาสิทธิเรื่องความปลอดภัย โดยเป็นหูเป็นตาในการตรวจสอบความปลอดภัยในอาคารต่างๆ ซึ่งจะนำไปสู่ความปลอดภัยในการดำเนินงานก่อสร้าง

แม้ว่าปัจจุบันประเทศไทยจะมีกฎหมายควบคุมอาคารทั้งสามฉบับ ได้แก่ พ.ร.บ. ควบคุมอาคาร พ.ศ. 2522, พ.ร.บ. ควบคุมอาคาร พ.ศ. 2535 และ พ.ร.บ. ควบคุมอาคาร พ.ศ. 2543 แต่อย่างไรก็ตามก็ควรจะมี พ.ร.บ. ควบคุมวิชาชีพการ ก่อสร้างด้วย เพื่อยกระดับมาตรฐานการประกอบวิชาชีพ ในงานก่อสร้าง ทั้งนี้ รัฐบาลควรเร่งดำเนินการหรือผลักดันให้มี กฎหมายแม่บทที่มีผลบังคับใช้ เพื่อให้เกิดผลในทางปฏิบัติต่อไป

ทางด้าน รศ.ต่อตระกูล ยมนาค นายกวิศวกรรมสถานแห่งประเทศไทย ในพระบรมราชูปถัมภ์ (ว.ส.ท.) กล่าวว่า ขณะนี้ ว.ส.ท. ได้ออกประกาศที่ 80/2547 แจ้งเตือนสมาชิกของ ว.ส.ท. ให้ทำการตรวจสอบความปลอดภัยของอาคาร ทั่วประเทศ โดยเฉพาะอาคารที่กำลังดำเนินการรื้อถอน นับเป็นมาตรการเร่งด่วนที่ภาคเอกชนสามารถดำเนินการได้ทันที โดยไม่ต้องรอมาตรการหรือระเบียบทางราชการ เนื่องจากเล็งเห็นว่าการพังทลายของตึกนิวเวิลด์ที่เกิดขึ้น มิใช่เป็นเรื่องของอุบัติเหตุ แต่ในทางวิศวกรรมถือว่ามีผลมาจากการดำเนินการรื้อถอนที่ไม่ถูกต้องตามหลักวิชาการ ซึ่งเหตุการณ์ดังกล่าวที่เกิดขึ้นสามารถป้องกันได้โดยวิศวกร ซึ่งมีหน้าที่เป็นทั้งผู้รับเหมาและผู้ควบคุมงานก่อสร้าง

“ดังนั้น ว.ส.ท. จึงขอแจ้งให้วิศวกรที่เกี่ยวข้องกับการรื้อถอนอาคาร ได้เร่งตรวจสอบขั้นตอนการรื้อถอน ความแข็งแรงของโครงสร้างในขณะรื้อถอน และมาตรการป้องกันอันตราย ที่อาจเกิดขึ้นต่อชีวิตและอาคารโดยเร็วที่สุด”
